International Registration Plan (IRP)
The International Registration Plan (IRP) is a registration agreement between the states of the United States and the Canadian provinces providing for the apportionment and payment of commercial motor vehicle license fees based on the distance traveled in each jurisdiction.
Motor Vehicles may be registered under the International Registration Plan using TAP.
The state of Mississippi has implemented the Federal Motor Carrier Safety Administration's Performance Registration Information Systems (PRISM).
Any person licensing a motor vehicle in Mississippi under the International Registration Plan is required to provide their USDOT number and Taxpayer Identification Number (TIN). If the person registering the motor vehicle is leasing to another person, the USDOT number and Taxpayer Identification Number (TIN) of the motor carrier responsible for the safety of the vehicle is required for all vehicles being registered.
In addition, an updated MCS-150 form (within the past year) is required for each USDOT number associated with an IRP account. MCS-150 information may be updated on the FMSCA's SAFER system.

International Fuel Tax Agreement (IFTA)
The International Fuel Tax Agreement (IFTA) is a base jurisdictional compact comprised of the 48 contiguous states and 10 Canadian provinces. Under IFTA, a motor carrier registers with its base jurisdiction and is issued credentials i.e., license and decals that are valid in all member jurisdictions. Each quarter the motor carrier files a report with the base jurisdiction covering the operations in all jurisdictions in which the carrier’s motor vehicles traveled.

International Fuel Tax Agreement - Quarterly Tax Reports
IFTA Quarterly tax Reports may be filed on-line through the Mississippi Department of Revenue's Taxpayer Access Point (TAP). TAP will have two options for filing -- manually keying the data OR uploading the data using an Excel spreadsheet.
NOTE: The current Excel spreadsheet will not work on TAP. You MUST use the new format. Using the Excel template, you will complete your filing on-line. Do not email your Excel template to DOR.

IRP/IFTA Requirements Temporarily Suspended for Emergency Relief Vehicles
The requirements associated with the International Registration Plan (IRP) and International Fuel Tax Agreement (IFTA) for any motor vehicle engaged in interstate emergency relief efforts which will be traveling through the State of Mississippi as part of the emergency relief are temporarily suspended. Please see the notice by order of the Commissioner of Revenue below:
